I think it happens when you do the same destination twice. If you are grinding them then you could do a few then hop to another server. This happens to me a lot too, but i find the routes I have the best luck with are in the Shores of Plenty. To complete the voyage you grab the manifest from the ship and you don’t need the key to do that, it will just be much less lucrative but it sells for about 3k I think non emmsaried. Hehe i lost the manifest.. dont know how...It is the second time now that I couldn't find the shipwreck and it is the same message as last time. Pls help. Done 4 of them. One didn't spawn a captain's key, the other one had an empty clue, and one had a glitched shipwreck that didn't have a manifest and no loot at all lol..
